    Aid Effectiveness: Looking at the Aid-Social Capital-Growth Nexus

    We examine the impact of institutional quality and social capital on aid effectiveness. We find strong evidence that social capital and institutions enhance aid effectiveness. Moreover, once we account for the role of social capital and institutions, the impact of policies tend to disappear. These findings have important policy implications as they indicate that conditioning aid allocation on ?good policies? may not lead to an optimal (or fair) allocation of aid, as countries with high social capital at the macro level could actually make good use of aid regardless of the quality of policy.     State Fragility: Concept and Measurement

    The international donor community has grave concerns about the prospects for poverty reduction in what it terms fragile states. A state is classified as fragile if its country policy and institutional assessment (CPIA) score falls below a particular threshold. Recognizing that all states are fragile to varying degrees, this paper questions the method used by the international community to deem a country fragile. This paper develops a framework that uses fuzzy-set theory to deem a country as fragile. Fuzzy sets allow for gradual transition from one state to another while also allowing one to incorporate rules and goals, and hence are more appropriate for measuring outcomes that are ambiguous. Such ambiguity is an inherent characteristic of cross-country fragility classifications. The paper applies its framework to 76 low-income countries, for which the CPIA data are publicly available.     Dimension Spectra of Lines

    This paper investigates the algorithmic dimension spectra of lines in the Euclidean plane. Given any line L with slope a and vertical intercept b, the dimension spectrum sp(L) is the set of all effective Hausdorff dimensions of individual points on L. We draw on Kolmogorov complexity and geometrical arguments to show that if the effective Hausdorff dimension dim(a, b) is equal to the effective packing dimension Dim(a, b), then sp(L) contains a unit interval. We also show that, if the dimension dim(a, b) is at least one, then sp(L) is infinite. Together with previous work, this implies that the dimension spectrum of any line is infinite

    Analytical results for a Fokker-Planck equation in the small noise limit

    We present analytical results for the lowest cumulants of a stochastic process described by a Fokker-Planck equation with nonlinear drift. We show that, in the limit of small fluctuations, the mean, the variance and the covariance of the process can be expressed in compact form with the help of the Lambert W function.     Ledge Design of InGaP Emitter GaAs Based HBTs

    A wide range of emitter composition, thickness, and doping is studied via dc current gain measurements on large area GaAs based heterojunction bipolar transistors (HBTs) at both room and elevated temperatures. InGaP emitters offer the widest thickness and doping design window in terms of dc peak current gain, as compared with AlGaAs emitters. Remarkably, a 50 Ã… InGaP emitter HBT retains 50% gain of a more standard 500 Ã… emitter device. For state-of-the-art HBTs, a degraded peak gain is argued to be caused by an increased reverse hole injection current (IRHI). In light of previously published results which implicate IRHI as a mechanism for materials limited HBT reliability, we suggest dc current gain measurements on large-area HBTs give meaningful insights into the long term reliability of the structure. Specifically, the wider emitter thickness and doping design window offered by an InGaP emitter HBT could apply to reliability as well as to the demonstrated gain stability

    Near-Infrared spectroscopy of the super star cluster in NGC1705

    We study the near-infrared properties of the super star cluster NGC1750-1 in order to constrain its spatial extent, its stellar population and its age. We use adaptive optics assisted integral field spectroscopy with SINFONI on the VLT. We estimate the spatial extent of the cluster and extract its K-band spectrum from which we constrain the age of the dominant stellar population. Our observations have an angular resolution of about 0.11", providing an upper limit on the cluster radius of 2.85+/-0.50 pc depending on the assumed distance. The K-band spectrum is dominated by strong CO absorption bandheads typical of red supergiants. Its spectral type is equivalent to a K4-5I star. Using evolutionary tracks from the Geneva and Utrecht groups, we determine an age of 12+/-6 Myr. The large uncertainty is rooted in the large difference between the Geneva and Utrecht tracks in the red supergiants regime. The absence of ionized gas lines in the K-band spectrum is consistent with the absence of O and/or Wolf-Rayet stars in the cluster, as expected for the estimated age.Comment: 5 pages, 4 figures.     We present multi-wavelength imaging observations of three nearby and famous active galaxies obtained with NICMOS, ISOCAM and the MPE near-IR integral field spectrometer.     A controlled experiment for the empirical evaluation of safety analysis techniques for safety-critical software

    Context: Today's safety critical systems are increasingly reliant on software. Software becomes responsible for most of the critical functions of systems. Many different safety analysis techniques have been developed to identify hazards of systems. FTA and FMEA are most commonly used by safety analysts. Recently, STPA has been proposed with the goal to better cope with complex systems including software. Objective: This research aimed at comparing quantitatively these three safety analysis techniques with regard to their effectiveness, applicability, understandability, ease of use and efficiency in identifying software safety requirements at the system level. Method: We conducted a controlled experiment with 21 master and bachelor students applying these three techniques to three safety-critical systems: train door control, anti-lock braking and traffic collision and avoidance. Results: The results showed that there is no statistically significant difference between these techniques in terms of applicability, understandability and ease of use, but a significant difference in terms of effectiveness and efficiency is obtained. Conclusion: We conclude that STPA seems to be an effective method to identify software safety requirements at the system level. In particular, STPA addresses more different software safety requirements than the traditional techniques FTA and FMEA, but STPA needs more time to carry out by safety analysts with little or no prior experience.Comment: 10 pages, 1 figure in Proceedings of the 19th International Conference on Evaluation and Assessment in Software Engineering (EASE '15).     Measures of galaxy dust and gas mass with Herschel photometry and prospects for ALMA

    (Abridged) Combining the deepest Herschel extragalactic surveys (PEP, GOODS-H, HerMES), and Monte Carlo mock catalogs, we explore the robustness of dust mass estimates based on modeling of broad band spectral energy distributions (SEDs) with two popular approaches: Draine & Li (2007, DL07) and a modified black body (MBB). As long as the observed SED extends to at least 160-200 micron in the rest frame, M(dust) can be recovered with a >3 sigma significance and without the occurrence of systematics. An average offset of a factor ~1.5 exists between DL07- and MBB-based dust masses, based on consistent dust properties. At the depth of the deepest Herschel surveys (in the GOODS-S field) it is possible to retrieve dust masses with a S/N>=3 for galaxies on the main sequence of star formation (MS) down to M(stars)~1e10 [M(sun)] up to z~1. At higher redshift (z<=2) the same result is achieved only for objects at the tip of the MS or lying above it. Molecular gas masses, obtained converting M(dust) through the metallicity-dependent gas-to-dust ratio delta(GDR), are consistent with those based on the scaling of depletion time, and on CO spectroscopy. Focusing on CO-detected galaxies at z>1, the delta(GDR) dependence on metallicity is consistent with the local relation. We combine far-IR Herschel data and sub-mm ALMA expected fluxes to study the advantages of a full SED coverage.Comment: Accepted for publication in Astronomy and Astrophysics.
